JOB SUMMARY:
Under the general supervision of the Executive Director, incumbent serves as initial contact for Restricted Native Allotment issues. Participates in decision-making on all Native allotment acquisition matters and overall regional policy to ensure effective accomplishment of associated programs goals and objectives. Performs long range program planning, management and evaluations for the operation and direction of the Alaska Native allotment section. Supervises the preparation of budget proposals and justifications for the sections operating budget. Initiates steps to effect the reinstatement of Native allotment applications previously rejected or relinquished erroneously.
DUTIES AND RESPONSIBILITIES:
- Review State of Alaska and Federal regulations and disseminate this information to members of the Native Village of Kotzebue.
- Maintain a working relationship with other State, Federal and private parties involved in land administration for the benefit of Restricted Native landholders.
- Record all incidents regarding reports to trespass on Native lands in the vicinity of Kotzebue and refer to proper authorities.
- Oversee the implementation of the Real Estate Service Program for the Kotzebue IRA Council. This includes, but is not limited to, assist in the development and monitoring the budgets.
- Develop land use proposals for the Regional Directors review and/or approval. This includes acquisition and disposals encumbrances of restricted property.
- Review land use plans for Kotzebue area and provide comments and input as necessary.
- Provide assistance to Native and beneficiaries on Indian real-estate matters.
- Prepare and submit statistical and program reports as required by the Bureau of Indian Affairs.
- Assures confidentiality of client information.
- Provide monthly activity reports to the Native Village of Kotzebue Council.
- Other duties as assigned.
MINIMUM QUALIFICATIONS:
- Previous supervisory, budgetary and program management experience.
- High School Diploma required preferred college or practical work in lands or related fields.
- Have an Alaska Driver’s License or able to obtain a driver’s license within 90 days of employment.
- Must maintain client confidentially.
PREFERRED KNOWLEDGE, ABILITY, AND SKILLS:
- Excellent oral and written communications skills, with some legal experience preferred.
- Knowledge of unique laws, regulations, and policies applicable only to Alaska, i.e., Alaska Native Allotment Act, Alaska Native Townsite Act, Alaska Native Claims Settlement Act (ANCSA), Federal Land Policy and Management Act, Alaska National Interest Land Conservation Act (ANILCA), and Alaska Native Vietnam Era Allotment Act.
- Ability to interpret and apply general real-estate laws, regulations, and polices to manage trust and restricted land in Alaska.
- Knowledge of Federal, State, and Bureau policies, procedures, authorities, and regulations on matters affecting trust and statutory obligations to Alaska Native and American Indians, with particular emphasis on Native allotment acquisition.
- Knowledge of management and administrative skills and techniques to accomplish program objectives through effective program planning, budgeting, execution and evaluation of results.
