TITLE: Payroll Specialist
REPORTS TO: Finance Director

JOB SUMMARY:
Under the general supervision of the Finance Director, the Payroll Specialist will be responsible for maintaining accurate accounting records in accordance with generally accepted accounting principles. The Payroll Specialist will process payroll, and ensure all other accounting functions are completed accurately and in a timely manner. The Payroll Specialist performs the major duties of administrating of the Tribe’s personnel recruitment and selection process, position classification, payroll services, employee labor relations program, employees’ benefits program, and the workers compensation program. This position is responsible for duties involving Federal recruitment and placement functions.
DUTIES AND RESPONSIBILITIES:
- Administer the Tribe’s personnel Recruitment and Selection process.
- Manage Position Classification activities.
- Handle payroll services accurately and on time.
- Oversee the employee labor relations program.
- Manage the Tribe’s employees’ benefits program.
- Administer the Workers Compensation program.
- Perform duties related to recruitment and placement functions.
- Stay updated on relevant regulations.
- Collaborate with department managers, and external stakeholders.
- Maintain accurate records, files, and documentation.
- Provide assistance and support to employees regarding payroll inquiries and benefits questions.
- Participate in audits and compliance reviews.
- Uphold confidentiality and integrity in handling sensitive information.
- Process payroll bi-weekly. Handle payroll services, including processing employee salaries, wages, bonuses, and deductions accurately and on time.
- Oversee daily operation of finance department to ensure accurate and complete records. Ensure accounts payable and accounts receivable are processed at least bi-weekly.
- Receive, process, and reconcile statements including bank, credit card, employee benefits, and investments.
- Generate and review monthly financial statements and reports for management and Council review. Make bank deposits.
- Prepare and distribute required forms including W2, 1099, and quarterly payroll reports (941, ESC).
- Assist with preparation for annual audits.
- Ensure compliance with internal accounting procedures.
- Maintain accurate records, including ledgers, journals, receipts, and invoices.
- Perform other assigned duties.

Specific knowledge, skills and abilities required for position:
- Understanding of GAAP.
- Excellent attention to detail and accuracy in entering financial data.
- Knowledge of federal purchasing and procurement procedures.
- Proficiency with 10-key and typing.
- Efficient time management.
- Ability to maintain confidentiality.
- Communicate effectively through verbal and written communication.
MINIMUM QUALIFICATIONS:
- Associate or Bachelor’s degree in accounting or related field; OR an equivalent combination of education and experience.
- Five years’ experience in the accounting/bookkeeping field.
- Familiarity with Microsoft Office, Gmail, and Google Docs
- Two years’ supervisory experience.
- High School Diploma/GED Equivalent.

ADDITIONAL REQUIREMENTS OR CREDENTIALS:
- Must have a valid Alaska Driver’s License
