JOB SUMMARY:
Under the management of the Housing Director. Direct, coordinate, and plan tribal building and residential construction projects. Duties include ensuring the quality of construction work, obtaining and following building plans that guarantee cold climate construction methods and building codes are implemented, assigning job priorities to the housing crew to keep projects on schedule, making sure the housing crew has needed and safe tools, materials and equipment, monitoring housing costs and budget, housing crew training, and completing general construction duties and related work as required.
DUTIES AND RESPONSIBILITIES:
- Direct, coordinate, and plan tribal building and residential construction projects for new residential construction, home renovation projects, residential emergency assistance program and other approved tribal housing activities.
- Supervise the housing crew and ensure the quality of construction work with correspondence to the Housing Director’s priorities. Assign tasks to the housing crew to keep projects on schedule.
- Offer and facilitate safety meetings.
- Complete and reporting all construction progress to the Housing Director.
- Obtain and follow building plans that guarantee cold climate construction methods and building codes are implemented. Provide inspections of work completed.
- Purchasing/orders for building materials. Track and reconcile material uses allocated to housing projects for tracking costs and inventory of materials.
- Ensure cost effective construction projects.
- Assist with job site planning, drawings and material take-offs.
- Provide information to the housing director as needed for construction inventory.
- Make sure the housing crew has needed and safe tools. Perform routine equipment and power tool maintenance.
- Complete general construction duties and related work as required at the job sites.
- Other duties may be assigned.
MINIMUM QUALIFICATIONS:
- High School Diploma/GED equivalent
- Certified Carpenter in residential housing with cold climate building methods.
- Construction supervision and management experience necessary.
- Ability to work well as a team.
- Knowledge of workplace safety.
- Alaska driver’s license and ability to operate heavy equipment.
- Ability to lift at least 70 pounds.
- Ability to make interact well with the public and vendors.
- Pre-employment drug screening.
- Criminal background check.
PREFERRED KNOWLEDGE, ABILITY, AND SKILLS:
- Knowledge of federal, state and tribal housing programs, including the Native American Housing Assistance and Self-Determination Act (NAHASDA) and Bureau of Indian Affairs (BIA) a plus.
- Knowledge of property, real estate, financial and construction management systems.
- Knowledge of the lifestyles and culture of the people of Kotzebue and the Northwest Arctic Borough.
- Preferred: tribally enrolled member of the Native Village of Kotzebue
