JOB SUMMARY:
The Finance Director is responsible for managing the Tribe’s financial health and growth. The Finance Director is responsible for maintaining the Tribe’s accounting records in accordance with the Indian Self- Determination and Education Assistance Act Compact Agreement and generally accepted accounting procedures. The Finance Director must maintain a general ledger; prepare various financial reports that summarize the organization’s financial position.
DUTIES AND RESPONSIBILITIES:
Monthly:
- Provides monthly financial reports and input to the Executive Director and Council.
- Ensure Receivables are Collected Promptly.
- Conduct Monthly Reconciliation of all Bank Accounts.
- Conduct Monthly Reconciliations of all Accounts to ensure their accuracy.
- Responsible for completeness and accuracy of all financial reports.
- Drawdown all federal grant funds.
- Apply Monthly Calculation of Indirect Cost Rate to Applicable Programs.
Quarterly:
- Assists with preparation of filing of quarterly 941 and ESC reports, if necessary.
- Prepare and file all grant and contract financial reports, as needed.
Annually:
- Review and maintain the Annual Budget.
- Close out annual books and contracts.
- Assists the Program Managers and/or Directors in preparing annual budgets.
- Oversee all audit and internal control operations.
- Assists with, and provide financial reports to the necessary personnel for the organizational Indirect Cost Rate Agreement and Annual Negotiations.
Other:
- Calculate variances from the Budget vs. Actual Report and Identify significant issues to Management.
- Calculate and Issue Financial Analysis of the Financial Statements.
- Maintain the Chart of Accounts and Job Costing List.
- Reviews all proposed, approved original, and ongoing amended budgets for the calendar year affected.
- Responsible for tax planning and compliance with all federal, state, payroll, and other applicable taxes.
- Assures effective compliance requirements with corporate investment policies.
- Responsible for all functions assigned to accounting personnel and supervision, training and evaluation of accounting personnel.
- Assist with the set up and oversee the Tribe’s finance Information Technology system.
- Other duties as assigned by the Executive Director.
MINIMUM QUALIFICATIONS:
- BA Degree in Accounting or Business with a minimum of five years’ experience in financial management and CPA preferred.
- Supervisory and Management experience necessary.
- Demonstrate experience in all aspects of accounting for Tribal Government programs, services, functions, and activities.
- Knowledge and experience in financial and personnel management necessary.
